a. Lost Lizard- Yuma/El Centro
One Year, Three Year, Five Year Plan-5 year plan: Jeff would like to see more young people step up and take on more roles with SDORC. The organization has been around since the 1980’s and we would love to see it continue. Jeff’s goal for the next 3 years will be to get the Fun Run up to 1,000 entries. We are moving in the right direction with getting more businesses in Yuma and El Centro involved and including people in those areas to join us. Viejas has generously donated a hotel stay with a gift card for the casino. This will be a grand prize raffle drawing for people who buy the fun run entries. 1 year plan-get the SDORC bank account solvent to prepare for upcoming events.
b. Meetup
8 cars came to visit, 1 person came based on advertising. Advertising was low on purpose as we are all preparing for the Lost Lizard, we will still hold the meetup next month but will ramp up advertising after the fun run.
c. CCC Motorsports

Had a request for a go fund me posting for a person who is not a member, the floor is open for comments regarding the . Ed mentions that if they are part of our group and if they mentioned that they had fun at the fun run but it’s not.

4. VP Report-Steve Rockwood
a. Ventura Show
i. Steve and Laura attended, it was a nice venue. Had good engagement, half of the people who we talked to did not know where Superstition was, many were interested in the event.
ii. A lot of families with young kids were at the event so we did push it hard as a family event.
iii. Steve talked to Full Throttle Batteries who are interested in donating raffle prizes.
iv. MobArmor has a mapping software similar to OnX, where he would sponsor the run using his software creating a digital trail on his app. We would provide a QR code to the download on the playing cards. The entire run can be programmed down to 5 feet. MobArmor is interested in getting our membership and users back to their site for product purchasing. Steve mentions that perhaps if this works well it could replace the use of flags. Ed would like to see the flags remain as it is useful to people.

b. Replacement Tire Efficiency Standards
i. Now that the law has been unanimously passed and is going into effect.
ii. Originally it was supposed to be the tires that came on your car better but that was too difficult to track and now they have assigned a value to the tires. Exemptions for 35” and up or mud tires.
iii. Tread depth was effectively mud tired LT tires and Competition use tires are exempt. Effects a lot of people who own cars and trucks.
iv. The law affects California tire sellers.
v. Steve sent letters to Carl DeMaio and Padilla who are in his area. Padilla did not respond to Steve’s direct question about the law and how it would be useful to constituents.

Diana has put together a sample basket to show what types of things women would be interested in, Diana is hoping for 7-10 baskets. Looking for donations!

Darcy Howser with State Farm is putting those together. She is looking at 10-15 bags that are ~$50 a bag. Looking for a desert theme and outdoor oriented. Suggestions: Smore’s, mini RC cars.

a. Rob reports on Jess’ behalf. Picked up multiple bags of trash. Off ramps and on ramps are part of another group’s jurisdiction, we are just the sides of the highway in our area.

12. Director of Land Use Report-Ed
a. AB1613 Safety Bill
i. Reported to be dead, however at a CORVA meeting Jeff was informed it is not. Lori Wilson the bill’s author has not said it is over, she has mentioned that she will continue to fight for it. Ed mentions that it is dead for this year, however in the future it may be resurrected. Discussion topics included the long history of the bill in the off-road community, disagreement about mandatory training and the over-reaching scope of the bill to include vehicles that some think should be excluded.
ii. Radio Show-Dave Stall asked to push the show back a week (on the 2nd Sunday at 1pm just the one time) Looking for guests to join in, want to be on? Talk to Jeff and Ed.

13. Megan’s Legacy
a. October 24th Ocotillo Wells ride-Jeff would like to donate $1000.00 to their organization for their expenses. Rick makes a motion to donate $1000.00 to Megan’s Legacy, Ed seconded. Discussion: Rob asks is this to help fund the ride? Jeff says we will present a check on the day of their event. Motion passes.

iii. The vending door is proving to be tricky-still trying to source once. Shipping is over $800 for a $400 door. Steve and Jeff are still researching options and local (or at least) CA based businesses.
iv. Rick talked to the trailer ship who said they get their doors out of AZ which would be less shipping, Jeff will follow up.
v. Laura suggests advertising on the door for a discount from who we get it from.
vi. Steve says we can fabricate a door if we need to, but he would rather try to find one to purchase and install if able.
b. 2026 Dirt Expo in Ventura
i. Steve and Laura will be attending, Jeff asks for a $500 budget for hotel and gas. Ed makes a motion to approve $500.00, Diana seconds. Discussion-Rick asks if SDORC will get a $500 value from the show? Jeff says he hasn’t been to it before. Jeff was approached by the show organizers who are LA based. Jeff feels that getting the SDORC name out there before the Fun Run and more exposure. Rob agrees it is worth trying. Vote- passed.

c. Currently we are only on the freeway.
d. Supposed to do 6 cleanups a year but it is not that dirty and we typically do 4 so will keep with that schedule.
10. Land Use Report- Ed Stovin
a. Trump reduced the size of Bear’s Ears (1.36 million to 121,000 acres) and The Grand Staircase Escalante(1.87 million to 181,000 acres) in Utah.
i. Why? The land is now opened up for resource extraction.
ii. Obama created the monuments, Trump reduced them, Biden increased them and Trump reduced them again.
b. Lawsuit in action to close the Chuckwalla National Monument by The Blue Ribbon Coalition and a civilian miner. Filed in federal court in Michigan.
1. Ed did not make any comments.
c. Thorn Fire
i. McCain Valley closed for 1 weekend (motorcycle riding). Fire did not affect the trails so it was reopened.
d. Public Lands Rule
i. Done under Biden
ii. Put conservation on equal footing with other uses of public land-Multiple Use Mandate
iii. Trump signed a Presidential Order to remove conservation as a mandate.
e. Ocotillo Wells
i. Working on management plan draft will be out in a couple months
ii. Ed will be reading carefully and making comments.
iii. Truckhaven may be able to be opened up for events again
iv. Jeff asks will this also include the power link going through the park? Ed says that is a separate issue. Ed will look into that but it’s unlikely it would close a route. It would damage visual resources along highway 78 west.
1. Laura notes that where the power lines go there is a heightened fire risk. The Sunrise Powerlink has a grant program but in order to be eligible to be reimbursed for land clearing you cannot do it yourself and there is no guarantee you will be awarded grant funds. Lots of red tape and issues with even applying for it.
2. Discussion continues on that powerlinks create more issues for homeowners insurance regarding fire risk and there should be more transparency about that.
3. Ed suggests that if we agree NOT to fight it, they should make accommodations to ensure fair and affordable homeowners insurance rates.

Highway Clean up
Club Liaison Report
1. Rick represents our club at other clubs meetings and events-no report for this meeting.
Land Use Report
1. Off highway safety bill likely will pass which means mandatory safety training for OHV use in state parks. Possibly an amendment in the future, Lori Wilson is the chair of the assembly transportation committee. Meeting with one of her employees Mark Russo tomorrow at 2pm to discuss proposed amendments including the addition of street legal vehicles to the bill. 3 other states Oregon, Utah and Arizona all have OHV training although OR and UT have no helmet requirements. Ed posits the likelihood of reciprocity (CA recognizing the validity of out of state training)
  1. Questions
    1. Does this apply to vehicles who are not “off-roading” (i.e. motorhomes, hikers, photographers, etc.) Ed replies that the bill has language that prohibits law enforcement from pulling a vehicle over for the purpose of checking for safety training but no there are no exceptions listed
2. San Diego Off-Road Park Update
  1. Feasibility study completed and results are that the park is a positive option-next step-Ed reached out to Andrew Hayes, they had a meeting 2 weeks ago. Agreements made about what the park should include. Ed wants to model after Prairie City (east of Sacramento- 4×4 challenge area, trails)
    1. Ed talked to owners of an off road park and got a lot of good information about how they operate, their expenses and what services they offer (races, events, etc.).
3. Golden Pacific Power Link
  1. Large powerlines 500 kV from El Centro to San Onofre (along highway 78 to Grapevine Canyon to Riverside/Orange). Membership in attendance agrees to dispute the project.
4. Rubicon Trail
  1. The portion has been deemed unstable by forest service-if it is deemed unstable the trail will not be used until it is repaired. Forest dept said they want to reroute the trail, off-roaders and property owners want to repair the trail and not reroute. Ed thinks they will most likely reroute.
5. Safety Summit
  1. Topic of this meeting was avalanches. Snow vehicles (they are green stickers) need safety training.
6. Tire Efficiency
  1. Certain brands of tires will only be available for purchase. They have to have the same rolling resistance as a stock tire. Exemptions-deep tread, mud tires and rock crawling tires. 2 wheel vehicles are also exempt.

Legislation News

AB1613-Off road safety bill requires safety training for anyone operating any vehicle in a green sticker off road area. Bill recently amended and headed into senate appropriations committee where they decide if there is funding to pay for what the bill will do. Currently state is in deficit and the adjustments we made on our amendment to ensue passing, Will be heard this Wednesday.

SB563-Special districts can apply for and receive federal grants

SB1392-Updated version of “Leno’s Law” doing away with smog laws for vehicles over 35 years old, had some pushback. Proposed to change smog to older than 1981 no smog.

HR1897– update to the endangered species act,

Oceano Dunes shut down due to failure of submission of Oceano Dunes Habitat Conservation Plan. The plan was submitted at the beginning of this calendar year, and it is in progress.

Events

Lakeside parade, SDORC had a float, Ed drove his TJ, lots of people showed up, Joel Anderson rode with Ed

Tierra Del Sol 4×4 Club of San Diego Corral Canyon Trail Maintenance Day-SDORC made breakfast, over 109 volunteer hours earned. 15 lbs. of bacon, pancakes (regular, blueberry or banana), biscuits and sausage gravy. Always a great time supporting our friends at Tierra Del Sol 4×4 Club of San Diego!

Trailer update

Old trailer officially sold, new trailer will begin work soon. Ed suggested orange pinstriping, Kathleen says it should be solid orange because it’s more visible. Steve mentions that we are doing sponsors and having a large orange stripe so the trailer would be orange with sponsor logos above that would be more easily removable. Sponsor stickers should not be on the vinyl wrap to make it easier to change out sponsors as time goes on.

Cleveland Nation Forest Update:

-109 volunteer hours for the past clean up event last Saturday, State of CA $15,000.00 worth of match collected.

-Kathleen asks about the kids track, Gabe reports that the straw bales are close to needing replacing. The last time was a few years ago and SDORC used Yamaha grant money to buy new bales and volunteers placed them.

-Rick reports at the Saturday event there was a lot of grass in the track and not a lot of motorcycle (use) tracks, Gabe mentioned that there has been a lot of rain this year so it grows up quickly.

-Steve mentions there was talk about paving the road to the staging area. Gabe says he was speaking to TDS and there is a person who would be able to donate some sealant. Cleveland has the asphalt patch, but sealant would help keep the road in better condition for longer. Ed mentions SDORC would be happy to advertise for volunteers. Gabe says they usually do the repave Monday-Thursday to avoid heavy traffic. Kathleen asks how much are the camping fees, Gabe reports $14/night single space, $28/night double space

-Gabe reports no fire restriction yet, Gabe will send an email to remind if fire restrictions come in. The tower is unmanned until June.

San Diego County Off Highway Vehicle Feasibility Study

Ed had a meeting with Andrew Hays and he suggested having a meeting with people who would provide input for the off-road park. Andrew Hays has an office with a meeting room in El Cajon on Bradley Street. Joel has expressed an interest in leaving the county supervisor’s office and running for county tax assessor. Andrew Hays is considering running for Joel Andesons County Supervisor seat.

OHV Grants

-Commenting period ended. Ed watched this carefully and had no comments to provide this cycle.

SDORC April General Membership Meeting
April 6, 2026

1. Treasurer’s Report- Rob is out sick, will get a report next month.
2. Membership Report- 1 new, 126 total
3. Corral Canyon May 2, TDS Trail maintenance and SDORC breakfast. SD Jeep Club will attend as well. Steve, Derek, David and Jeff will be making breakfast. Last time we helped them reach $18,000 in funding from volunteer turn out!
4. Meetup Group-We still have 1,000 members. Ed poses a question about having an event through meetup, Norm mentions that if there is a problem SDORC would be liable. Matt also recommends that we get a release of liability written up by an attorney.
5. Trailers
a. Old still for sale-Jeff will be fixing a few things and relisting soon.
b. New getting upgraded!
6. SDORC Dirt Talk Radio-Amy Granat and Loren Campbell
7. Ocotillo Wells scoping Comments submitted-Ed submitted comments regarding Truckhaven being transferred to the park (without a management plan) Center for Bio Diversity sued state parks and there has not been a permitted event since 2007. Some of his comments include:
a. Not to add developed camping in the park.
b. The fenced area in the north-remove the lower half of the fence so animals can move freely.
c. For the park to make it priority as parcels come up for sale or parcels become available to make it a strong point to bring those into the park.
d. Asked for all animal species to be listed.—If you would like a copy of Ed’s comments, email SDORC and we will get those sent out to you.
Ray Lennox is the new superintendent for Ocotillo Wells, Ed met with him and believes he is off-road friendly. Norm asks what happened to Norb? Norb retired.
8. Lakeside Parade April 25th, lunch at Lindo Park, Kathleen asks SDORC for $250 for lunch supplies. Norm makes a motion, Doug seconds. No discussion, motion passes.
9. SD County OHV Feasibility Study complete, planning a meeting
a. Joel Anderson fulfilled campaign promise and got the study done, thank you!
b. Andrew Hays is setting up a meeting with County Parks with Ed to start talking about what’s next
10. Legislation News
a. Safety Bill AB1613-Green stickers vehicles will require training.Street legal vehicles will be included, according to our sources it will be a 30 minute online training. The Assembly Transportation Committee passed unanimously. Any amendments will result in it being sent back to the committee. Ed does not anticipate any issues and believes it will pass through all the next 6 assemblies without issue.
b. AB1756 Needles +3 miles
c. AB2453-Allows law enforcement and emergency responders to use OHV’s on highways.
d. SB563-Allows more entities to apply for State Parks grants
e. SB712 (Leno’s Law) collector motor vehicle, is at least 35 model years old 1981 no smog, SB1392 same as SB712. Leno’s Law is held in committee and can come back out.
11. OHV grants out for public comment
a. $28M in the budget available, Ed will keep an eye out and see what is going on and keep up his comments.
12. Open Discussion
a. Lost Lizard Fun Run planning meeting-next will be in May. Jeff reports all things are covered and event prep is going well. June we will start hitting the road with trifold and solicit sponsors.
b. Norm mentions that SDORC board members voted for Wednesday nights for new meeting night, there was an issue and Jeff takes responsibility for moving the meeting to Mondays. Jeff asks if we would like to have another vote, Norm says no and that Monday is fine he just wanted to bring it to the attention of the group that the voted upon date was not upheld.

Welcome to Sean from Cleveland National Forest!

Working on widening and maintaining the road up to 4 corners at Corral Canyon OHV. Also
putting up a new fence to reinforce existing barriers around the staging area near the
bathrooms. Ed asks why is it being done, Sean explained that it was previously approved
before his arrival with the agency. Beau suggested adding stone walls to tracks, Sean is
interested in hearing more about what the needs are from the community. Fuel reduction in
campgrounds (trees and brush). Dirt work will commence when weather permits. Sean asks for
suggestions sean.baldovid@usda.gov.

Sean notes that they have a long to-do list and not enough help and resources.

Ed asks:

2. Paid by OHV dollars? Yes

3. Potholes in Corral Canyon- let us know if we can help with this!

4. Would like a trail from Pine Valley trail to Corral Canyon OHV. Sean notes that they had to
clam up a large amount of discarded tires that were attempted to be burned-Sean says that the
likelihood of a trail being placed is not high because ﬁfth issues already with trash on Bear
Valley Road.

Sean is a member of a volunteer group who also does this work as volunteers.

Bo asks about putting in a new trail, Sean is interested and would be open to contacting
people on his end about furthering that goal.

SDORC, TDS and other clubs would love to help with anything he needs. Please let us know
when you have a schedule and we can organize our groups.

Chairman, Vice chairman up for election

Mountain Lions- Ed got an email form center for biological diversity asking for the mountain
lion to be considered an endangered species. Ed looked into their meeting schedule and they
will be voting on. Ed contacted other leaders in the oﬀ road community and put together a
letter with their signatures and called the lobbyist who suggests making letter that will arrive
more than 12 days before the meeting so it will get places into the packet of materials for the
commission. Ed prepared a letter which included the fact that the mountain lion is already
listed as a protected species so this additional protection is unnecessary and redundant.

Sdorc Trailer

Upgrading the SDORC trailer with a newer model that is lighter and easier to tow. Orange
trailer was purchased in 2001 (2002 model). Jeﬀ notes that all of our supplies and equipment
are in this trailer and if something happens to it the group would be in trouble. Current trailer I
has a broke read door and you can’t open from the outside. Sources a trailer from

Trailers Plus. Considering a 16ft and 20ft model. Jeﬀ prefers the larger size as it is the same
size as current trailer .$12,500 29 ft, $11,600-16ft. Jeﬀ notes we can supplant the cost of the
trailer with the sale of the old trailer (approximately $8,000 needed to purchase). Bo notes that
we would need to add in heavier duty axles-it’s available f the manufacture but since it is not a
signiﬁcant cost we could wait on that and modify the trailer when needed. Steve notes that the
current weight of the trailer comes from the trailer itself- our equipment and supplies does not
represent a signiﬁcant of the total weight.

Discussion of new trailer: Jeﬀ makes a motion, Rick seconds.

Ed prefers a smaller trailer, Steve mentions the weight diﬀerence is negligible. Jeﬀ agrees that
20ft is preferred as it is the current size.

Vending window would have to be added. Suggestion to use a door sideways and to create the
vending window-easier and cost eﬀective.

Carnegie Soil Plan, Ed is preparing comments that are due by 2/10/26. Ed is concerned with
what constitutes the onset of “erosion” and will focus his comments on this point as well as
other aspects he ﬁnds problematic to OHV use. Verbiage from bill below that was included in
meeting agenda:

From Carnegie Plan PRC 5090.02 requires that when OHV recreation areas or trails or
portions thereof cannot be maintained to appropriate established standards for
sustained long-term use, they shall be closed to use and be repaired to prevent
accelerated erosion. Those areas shall remain closed until they can be managed within
the soil loss standard or shall be closed and restored. Restoration of these areas means
that upon closure of the unit or any portion thereof, the return of land to the contours…
or at least those which existed prior to OHV use,
Question: When does erosion begin? Beginning of time or when plan is signed?
P68 Ensure no more than 11 acres of barren area within the SVRA, excluding
developed areas such as campgrounds/staging areas.
Radio Show

-Andrew Hayes was on the show, he was great and added a lot of good comments. Andrew is
running for county supervisor at next election.

-Next radio show Jeﬀ would like to invite Attorney King, Ed asks for TDS to ask their president
to come.

Sd4 Wheelers Superstition Run- Jeﬀ and Rick went, it was fun, no injuries!

Dirt Rider Foundation

-Desiree is stepping down and they are looking for a new leader. Ed suggested transferring Dirt
Rider foundation to the Barona Oaks MX

SD count DA oﬃce has a community beneﬁt program that is open. Ed applied last year for
OHV safety training online but was rejected. Ed asks for ideas on things to write a grant
application for. Will reach out to Sean and see if we could request materials for maintenance.
